Get to know the KFSC board members
Tim Dougherty
Co-Chair, Executive Committee
Tim has lived and worked in western Montana and northern Idaho for 40 years. In serving on the KFSC board Tim seeks to emphasize that it’s very important to realize that with proper direction and management – we can truly have it all. We can have the resources that we all need to live and wild places that remind us of why we choose to live in such a beautiful place. With the Kootenai N.F. being 2.2 million acres, if we can’t get some of what we ALL need and want, then something is terribly wrong. Tim wants to continue to strive for and get it right.
Zach Angstead
Co-Chair, Executive Committee
Zach attended Montana State University, where he earned a B.S. in ecology and a B.A. in political science. He worked for the U.S. Navy in Washington for several years before returning to Montana to raise his family. He has worked for Wild Montana since 2020, inspired by the dark, mysterious world of Montana’s caves and by his passion for trail running across the state’s wild lands. Bringing people together and exploring the art of the possible drives Zach’s philosophy of collaboration. He enjoys enjoying the state with his partner, children, and their two dogs.
Doug Ferrell
Board Member, former Co-Chair
Doug is a retired homebuilder and wilderness advocate from Trout Creek, who has held leadership positions in several conservation organizations. As a young man he worked as a logger and a sawmill hand, and appreciates the wood products industry. He is inspired by opportunities for forest users to work together to find common ground in public lands management.
Wayne Maahs
Executive Committee
Wayne is a retired industrial forester having worked 42 years for Anaconda Forest Products, Champion International, and Plum Creek Timber Company. His work experience includes silviculture, harvesting, road construction, and all aspects of land management. He has lived in Libby since 1990 and has served on the Lincoln Conservation District for over 20 years.
Ed Levert
Executive Committee
Ed is a retired forester. He first retired from the Forest Service after 32 years and then served as the Lincoln County forester for 15 years. Ed has been a member of KFSC since its conception.
Juli Thurston
Treasurer, Executive Committee
Juli Thurston serves on the KFSC board, the Thompson Falls Trails Committee, and is the coordinator for the 4-H Outdoor Adventure project in Sanders County. Juli formerly was the Montana State University 4-H and Youth Development Extension Agent for Sanders County. Juli, her husband, and their three sons live in Plains . She is an avid hiker, camper, horseback rider, hunter, and loves having the mountains in her backyard.
Isabelle Manning
Secretary, Executive Committee
Isabelle earned a B.S. in advertising from the University of Oregon School of Journalism and has built her career around community outreach, event coordination, and communications. She is the Lincoln County Outreach Coordinator for Friends of Scotchman Peaks Wilderness and serves as secretary for The Farmers Market at Libby board. Isabelle lives in Libby, MT, where she’s found a home in the tight-knit community and vast wilderness of northwest Montana. She enjoys hiking, cooking, crafting, and adventuring with her partner, Chris, and their poodle, Storm.
Phil Hough
Board Member
Phil is a founder and former executive director of the Friends of Scotchman Peaks Wilderness. He is an active member of the Idaho Panhandle Forest Collaborative and a member of the North Idaho Resources Advisory Council (RAC). Phil is also a founding board member of the Idaho Trails Association and now serves on their advisory board. Phil was also a founder and past president of the American Long Distance Hikers West Assoc (ALDHA-WEST). Phil and his wife Deb have hiked the Triple Crown: Appalachian Trail, Continental Divide Trail, and Pacific Crest Trail.
Shawn Morgan
Board Member
Shawn has worked at Thompson River Lumber for 14 years. He got involved in KFSC to help promote sustainable and responsible forest management.

Kayla Mosher
Board Member
As Montana Outreach Coordinator for Kaniksu Land Trust, Kayla Mosher helps connect people with the outdoors through educational programs, community partnerships, and recreation opportunities. Inspired by her father’s work as a Special Olympics coach, she has spent her career creating opportunities for people of all ages and abilities to experience the outdoors. Kayla holds a degree in parks, tourism, and recreation management from the University of Montana and enjoys spending her free time exploring northwest Montana with her husband, two children, and their dogs.
Josh Letcher
Board Member
Josh has worked in a multitude of fields including timber, oil, construction, and real estate; and now has owning and operating his own business for 20 years. Josh served on several boards including the Tobacco Valley Rod and Gun Club, Lincoln County Planning Board, Lincoln County Local Government Review Board, Ten Lakes Snowmobile Club, and several collaborative efforts and committees. Since he was very young he has had an interest in public land use and resource management.
Jodi Turk

Cameron Wohlschlegel
Board Member
Cameron is a forester at heart, with a passion for timber management and wildlife habitat enhancement. He came to Montana 10 years ago to chase elk, fly fish, climb mountains, and adventure. He is the lands and resource manager for F.H. Stoltze Land & Lumber Co. and is in charge of supplying the mill with fiber and managing the Stoltze timberland portfolio.
Bill Naegeli
Board Member
Bill Naegeli brings decades of experience in land stewardship, emergency management, and natural resource conservation to KFSC. A lifelong Sanders County resident, Bill owns and operates a cattle ranch and certified tree farm near Trout Creek, Montana, giving him firsthand experience balancing agriculture, forest health, and wildlife habitat. Bill retired after many years as the Sanders County Emergency Management Coordinator. Bill also serves as the Chairman for Green Mountain Conservation District, and the Director for Area 5 on the Montana Association of Conservation Districts. As a KFSC board member, Bill provides practical insight and a collaborative approach.
